The jump from GCSE is less about harder content than about what is being assessed. A-Level questions rarely tell you which technique to use, marks go to reasoning rather than to the answer, and a whole paper can hang on connecting two topics that were taught months apart.
A tutor who has recently sat the same papers knows which of those connections examiners actually test, which is not the same as knowing the syllabus.

We look for tutors at top universities (Oxford, Cambridge and the Russell Group in the UK, and their equivalents elsewhere), weighed by a person rather than applied as a rule. They tell us what they studied and where, what grades they got and in what year, and a university email address is the quickest way to confirm it, so we send a code to one where they still have it. Everyone is interviewed and everyone completes an identity check. An Enhanced DBS check has to be on file before their profile is visible to anybody.

No, though the work changes. In Year 13 a tutor is usually working on exam technique, past papers and the specific topics that have not stuck, rather than reteaching the course.
